Guidelines for Law Enforcement Authorities

Webcilo Inc. Limited, the provider of QikVi (the "Service"), is committed to cooperating with legitimate law enforcement investigations. These guidelines are intended to provide information for law enforcement authorities seeking information about QikVi users.

International Legal Process Requirements

QikVi complies with applicable laws and our Terms of Service when disclosing user data. Due to the anonymous nature of our one-way messaging service, we generally do not collect or retain information that would identify message senders. We only store the message content for the recipient to view. Therefore, requests for sender information will generally not yield identifying data.

For requests regarding user account information (such as email address or date of birth, if provided – which is optional for users), Webcilo Inc. Limited requires valid legal process, which may include a Mutual Legal Assistance Treaty (MLAT) request, a letter rogatory, or a valid court order issued by a court of competent jurisdiction in Nigeria. The specific legal process required will depend on the nature of the request and the location of the requesting authority.

Important Note: We do not review or respond to requests submitted by non-law enforcement officials. In case of an emergency requiring immediate action, users should immediately contact their local law enforcement authorities. QikVi cannot directly assist in emergency situations.

Types of Data We May Have

Depending on user activity and settings, we may have access to the following data:

  • Account Information: Username, password (hashed and salted), email address (if provided by the user), date of birth (if provided by the user), account creation date, and last login date.
  • Usage Data: Anonymized data about how users interact with the platform, such as frequency of use, feature usage, and aggregate statistics. This data does not identify individual users.
  • Message Content: The content of messages sent to a specific user through their profile link/QR code. Note: We do not store any identifying information about the sender of these messages.
  • Technical Information: IP addresses (temporarily logged for security and abuse prevention, but not associated with specific messages or senders after a short period), browser type, device type, operating system, and general location (e.g., city). This data is primarily used for security, analytics, and improving our services.

It is crucial to understand that due to the nature of our anonymous messaging system, we do not retain sender identifying information for the messages sent.

Requirements for Requests

To ensure timely processing and legal compliance, all requests must be specific, detailed, and issued through proper legal channels. Overly broad, vague, or informal requests (e.g., emails without proper legal process) will not be processed. Each request must include:

  • The name of the issuing authority and agent, along with their official email address (from a law-enforcement domain), a direct contact phone number, and badge/identification number (if applicable).
  • A copy of the relevant legal process (e.g., MLAT request, letter rogatory, court order) authorizing the disclosure of the requested information. The legal process must be valid in Nigeria.
  • The specific data being requested (e.g., user account information, message content for a specific user). Requests for "all data" or similarly broad requests will not be processed.
  • The email address associated with the account or the username of the QikVi profile. Providing both is highly recommended for faster processing. The specific message content, with the date and approximate time of sending, if available.
  • A clear statement of the legal basis for the request and the specific law or regulation being relied upon.

Data Preservation Requests

We can honor valid legal requests for data preservation. These requests must also follow the guidelines outlined above and clearly state the time frame for which the data should be preserved. Please note that data preservation does not guarantee that the data will ultimately be available at the time of disclosure.

Additional Notes

  • Acceptance of legal requests is for convenience only and does not waive any legal objections, including jurisdictional limitations, improper service, or lack of legal basis.
  • We will not respond to correspondence sent by non-law enforcement officials or requests submitted through unofficial channels.
  • We reserve the right to seek reimbursement for costs associated with complying with legal requests, where permitted by law.
